Synopsis

The paper analyses the role of major cities and metropolitan areas in the management of EU Structural Funds, in the context of claiming for an increasing role of metropolises into the European Agenda. It shows that the volume of funds managed by some European cities does not correspond to GDP or population; figures are balanced only in cases where cities have more autonomy in fund management. In this sense, the study highlights the need for metropolitan areas to assume management functions, going beyond the role of mere beneficiaries of funds.

The study Management of EU Structural Funds by European Cities and Metropolitan Areas was drafted in April 2016 for the Barcelona Metropolitan Area (AMB) by the Department of Studies and International Technical Assistance of Tornos Abogados.
