Urban Mobility Plans of municipalities

PMU (Urban Mobility Plans) are the basic document for setting strategies for sustainable mobility of the municipalities of Catalonia.

The main characteristics PMU must comply with are:1. The affected area of urban mobility plans is the municipality area or, with the agreement of the relevant affected municipalities, the area of several municipalities with an interdependent mobility scheme, whether comprising a continuous urban area or not.

  2. The content of urban mobility plans must conform to the criteria and guidelines set by the mobility master plans of the relevant area and, where appropriate, to specific plans, and it should include a plan for access to industrial sectors within their affected area.
  3. The initiative to develop and approve urban mobility plans corresponds to town councils.
  4. In the process of preparation of urban mobility plans, participation of the mobility territorial council must be guaranteed or, in case it has not been established, the consultation to the relevant county council and appropriate bodies, entities and social sectors related to mobility. Before approving them, the regional mobility authority in its area must report it or, in case it has not been established, the department of the Generalitat responsible for infrastructures and transport services. In this report, the corresponding body must give its opinion on the consistency of the plan with the criteria and guidelines established by the corresponding mobility master plan and must ensure its operation.
  5. The development and adoption of urban mobility plans are mandatory for municipalities that, in accordance with local government regulations or the corresponding mobility master plan, must provide urban collective transport service for passengers.
  6. Urban mobility plans must be reviewed every six years.
PMU of the AMB municipalities
In the AMB territory, 29 of the 36 municipalities comprised in it must write and approve their urban mobility plans in compliance with Law 9/2003 of mobility. However, the seven municipalities which are not required by law are also developing them.

The priorities of the PMU are improving the environmental quality in the metropolitan area of Barcelona, increasing mobility in public transport and non-motorized modes and decreasing the negative effects caused by the use of private vehicles.

Agreements between AMB and DIBA
The AMB has signed two collaboration agreements with the Diputació de Barcelona (Barcelona Provincial Council) to draft and joint funding of urban mobility plans for metropolitan municipalities.

In 2010 the first agreement was signed between the two administrations, whereby the Diputació contributed with 1,069,000 € and the AMB (at that time, EMT) 841,000 €. This investment has allowed the development of the PMU in 17 municipalities of the first metropolitan ring (all except from Barcelona, which writes it with its budgetary resources).

In 2012 the second agreement for the financing the PMU of 18 municipalities of the second metropolitan ring was signed, with a total investment of 1,109,481.8 €, equally funded between both institutions.



Accession to the Convention by the municipalities of the second ring establishes the following requirements:
  • Identification of all the previous available information required for the preparation of the PMU preparation.
  • Creation of a committee to monitor the PMU with representatives of all bodies and all departments of the municipality related to mobility.
  • Assignment of a municipal technician to take a course on mobility planning and management.
  • Registration of the municipality in MOBAL, a network that gathers the municipal mobility responsibles of the province of Barcelona and that allows sharing information about mobility issues.
