Plan to support town councils

The metropolitan plan to support town councils aims to provide solutions to the economic problems of metropolitan municipalities. Its goal is also to promote, support, cooperate and coordinate initiatives of economic content that benefit institutions, businesses, citizens and territory.


The metropolitan plan to support town councils, which resolves to stimulate economic activity and to improve quality of life, has an endowment of 160 million euros distributed in four budgetary separated programmes:

Building rehabilitation and neighbourhood improvement 30.000.000 €
Improvement of infrastructures and competitiveness in industrial estates and economic activity areas 30.000.000 €

In terms of economic impact on the metropolitan territory, it is expected to achieve a multiplier effect of the AMB investment and to attract private investment up to nearly doubling the plan endowment: approximately 300 million euros, based on conventional calculations and commonly used references.

Green spaces

This program, endowed with a 54 million euros budget at the most, is intended to finance aid to town councils, so that they can meet the costs of green spaces expropriations foreseen under the PGM (General Metropolitan Plan) and which are now consolidated by firm court decisions.

Housing

This program, endowed with a maximum budget of 46 million euros, aims to support metropolitan town councils to prevent deterioration of public property of locally owned land and housing accumulated in recent years and its negative impact on municipal budgets, since it could involve the suspension of projects aimed at meeting the needs and expectations of citizens in relation to the access to social housing.

The program is aimed at local housing companies 100% owned by the municipality, which have been accepted by the AMB after being tested in both accounting aspects and their action program.

Neighbourhood improvement

This programme, endowed with 30 million euros, is created to encourage the renovation of the housing stock of the metropolitan area of Barcelona which, according to estimates, needs rehabilitation actions in a 10% of its total.

The subsidies, which range between 15 and 50% of the total cost, will be distributed among five types of actions covered by the program (structural works, construction defects, accessibility, sustainability and energy rehabilitation, and urban renewal), choosing those whose characteristics generate an added value in terms of local employment, application of ecoefficiency criteria, improvement of habitability conditions and quality of life, and improvement of space and urban landscape, among others.

Areas of economic activity

The program of industrial estates and areas of economic activity has a total maximum budget of 30 million euros aimed at subsidies equally distributed to town councils and to companies related and/or located in economic estates and areas. With their actions, the program seeks to promote rehabilitation and improvement works with a colateral revitalizing effect on the local business community. The economic impact of the program is expected to be of about 75 million euros, as those subsidies estimated for each of the actions might be of a 40% at the most.

The affected area is not limited to the traditional concept of industrial estate, but it extends to areas the definition of which derives from the association with commercial, logistics, forestry or agricultural activities.
