Signing of Phase III of the AMB-MTFRL Agreement

El Salvador, Honduras and Guatemala move forward in promoting the right to water of the population of Trifinio, with the addition of local participation in water management

On 18 November, the president and managing director of the Mancomunitat Trinacional Transfronterera del Riu Lempa (MTFRL) met with the vice-president of the AMB International and Cooperation Division, Alfred Bosch, to strengthen the ties between both institutions and to sign the new Phase III of the agreement ‘Shared Waters: Comprehensive Urban Management of Water Resources in the Trifinio Region of Central America'.

This new phase of the 'Aguas Compartidas' (shared waters) project will be developed in three municipalities bordering the Trifinio region around the Lempa River: Citalá (El Salvador), Ocotepeque (Honduras) and Esquipulas (Guatemala). It will permit the change from bilateral water resource management in the previous phases between the pertinent city council and the MTFRL, to tripartite management between the pertinent city council, the MTFRL and the new water boards, made up of representatives from residents of the neighbourhoods in which the project is developed. It represents a very important step with regard to promoting the population's right to water.

Another new feature in this phase will be the significant increase in citizen awareness raising actions on the water right, and the need for the entire population to become involved in order to make it effective.

In the technical area of water infrastructures, work will continue on improving them, as well as fostering the active participation of all parties involved in water treatment and supply services, namely city councils, the MTFRL and citizens. The aim is to provide a good water supply service both with regard to technical issues (tanks, fees, etc.) and the tap water quality for their 65,000 inhabitants.
